The manuscript submitted for review is very well prepared, but requires some improvements.
1) The introduction should end with a clear statement defining the main aim of the research and the specific objectives. This is not clear at the moment. The introduction could also end with the formulation of research questions to be answered by the presented research results or research hypotheses to be confirmed or disconfirmed by the research.
2) Figures should be supplemented with a scale bar and a north arrow.

Point 1: The introduction should end with a clear statement defining the main aim of the research and the specific objectives. This is not clear at the moment. The introduction could also end with the formulation of research questions to be answered by the presented research results or research hypotheses to be confirmed or disconfirmed by the research.

Response 1: Thank you for your valuable and useful suggestions. I've reworked the introduction. The introduction adds the main purpose  and hypotheses of the study. The specific contents are as follows:

 “This study aims to put forward an analysis of the relationship between institutions and the spatial patterns of manufacturing and explore the comprehensive mechanism.”

“This study proposes the hypothesis that institutions have been the most important factors affecting spatial patterns of the manufacturing industries in China’s big cities since the 1990s. Institutions have specific functional areas, ways, and internal mechanisms that need to be explored. New institutional economics also provides an analytical framework of incentives and constraints for the institutional mechanism.The institutions examined in this study include land policy, development zone policy, eco-environmental policy, urban planning, and transportation strategy, all of which have different effects on the spatial patterns of manufacturing industries. They affect the location choice of enterprises through incentives and constraints, thus influencing the process of suburbanization and agglomeration”

I am sympathetic with this manuscript; however, it needs extensive revision before acceptance. I would suggest a thorough revision of language usage, promoting shorter phrases and a more point discussion.

I would also encourage a thorough revision of the statistical methodology. For instance, you mention 'correlation' in a table. What type of correlation coefficient was used here? Parametric (Pearson) or non-parametric (Spearman)? Any check for the statistical distribution of the studied variable (e.g. normal/non-normal)?

I would see detailed the pros&cons of this study. I would also see a better description of original proposal for future studies.

All in all, I see a paper that needs substantially, but potentially easy revision to reach a publishable level.

Response 1: Thank you for your valuable and useful suggestions. I've finished the English language editing for all the manuscript to promote shorter phrases and a more point discussion.

Point 2: I would also encourage a thorough revision of the statistical methodology. For instance, you mention 'correlation' in a table. What type of correlation coefficient was used here? Response 2: Thank you for your valuable and useful suggestions. As you said,“correlation”in table 3 is not the precise expression. The name of table 3 is revised as “Regression results of manufacturing industry location in Wuhan metropolitan area”. This study applies a Poisson regression model to verify the factors influencing manufacturing enterprises’ location,in order to explore the effects of different institutions on the spatial patterns of the manufacturing industry in big cities. This method has been used to empirically analyze the influencing factors of manufacturing space in big cities.

However, there is no in-depth analysis showing the relationship between institutions and territorial development.  There is no systematic review of the role of institutions in urban growth when there is a rich literaturethat it can be cited. I have read all literatures that you recommended  and added into my manuscript,in order to review of the role of institutions in urban growth. On this basis, I revised the introduction again to find the value of this article. Good paper overall with interesting data and elaboration. Language usage should be checked for clarity. I suggest to ask the contribution of a native-language editing. I would also suggest to consider more references outside China and Asia continent. Finally, I don't see clear aims and scope of the paper in the introduction, as well as a clear and concise comment about the importance of this study in the present literature arena and implications for future studies. THese are all moderate reviews.
