- Minor changes in citation (i.e., in first page: Schroeder & Gefenas, 2009) pp..117)

- it would be interesting to have a definition of the Vulnerability, in the literature review. There is not a common universal definition on vulnerability, however different organizations, institutions, etc. have provided their own definition.

-  the research method is clearly defined, however could be improved, giving more details. For example, when and for how long the research took place.

- more info could be added in the "data analysis" regarding the six phases.

- just to clarify, is Portugal and Romania high - income countries?

- review title numbering
