Comments and Suggestions for Authors

This is an excellent study on an important topic.  The study is empirically sound and offers well reasoned practical policy implications.  My minor suggestions for the 2.2 Procedures section are to 1. provide a link/citation to the previously published study that explains the school recruitment procedures or explain more in this section (lines 110-114) so that readers may reference or better understand sampling; and 2. state whether or not the surveys administered to the youth were anonymous (lines 115-118).  It would also be helpful to know the response rate amongst the students at each school (e.g., did some students refuse?  were some student absent?) and how this may impact the findings (if a low response rate only).
