Overall, the manuscript is well-organized and clearly stated. I suggest improving the abstract - line 15 and 16 - rewrite the sentence: ...the stronger the willingness of each subject, subject...- what do the authors understand under the stronger the willingness? More suitable would be to describe the intentions of the subject.
In line 661 - what do the authors understand under the proper level? Some concrete proposals would be useful.
The article tends to be a model for evaluations of some concrete policy tools, and as the authors mention in the conclusions, further extended research is needed. Besides the fact that some improvements need to be made, the article has a coherent structure and research content and is suitable for publication in the presented context.

Reply: Thank you for your positive suggestion. As you have mentioned, the statement here is not specific enough to be valid advice, so we have removed the relevant statement. At the same time, we recognize that this is a limitation of this study and needs to be further explored. Therefore, we have added the part4 that entitled Limitations of the study and areas for further research. Please refer to it.

This is an interesting paper focusing on multiple subject behavior in pest and disease control outsourcing.
From the abstract, salient findings of this study are conspicuously missing.
In the introduction, it is important that authors present a more robust background information starting from the keywords in the title of this study. "China is the world's largest....." Add reference(s).
Add the source of the tables and figures st the bottom of each of them.
This paper is a review work and there's a need to add more recent and relevant references especially in the introduction and discussion sections
You may need to begin with subject behavior in pest and disease control outsourcing globally before focusing on China.
Add more recent and relevant references to your discussion section.

Reply: Thank you for your nice suggestions, but unfortunately I could not find relevant materials to further improve this section. The possible reasons are as follows: China has so many people and so little land that it is not cost-effective for each household to buy machinery for agricultural production. Therefore, small farmers purchase outsourcing services, which is called agricultural socialization services. If farmers purchase services for pest and disease control at the pharmacy stage, this behavior is referred to as farm purchasing pest and disease control outsourcing(PDCO). Thus, PDCO is a unique way of pest and disease control in China. Agricultural production organizations in other countries are mostly family farms, which are characterized by large-scale agricultural production. Farmers buy all the machinery needed in agricultural production, so there is no PDCO in their agricultural production process. For the above reasons, we were unable to find relevant studies on the subject of pest control outsourcing in other countries.
