The authors carried out interesting study on the effect of wave direction on control and performance of a moored pitching wave energy conversion system. The complex challenge of incorporating relevant mooring dynamics in defining a representative control action, while also examining the influence of wave directionality on the overall procedure, is delved into. The control synthesis is realized using a tailored data-based model, and device performance is evaluated across different site conditions while accounting for wave direction. The topic is interesting, novelty and originality can be seen in the manuscript. The paper is well organized, particularly, there is a clear and logical presentation in the introduction. It can be accepted for publication in JMSE.

This paper investigates the influence of wave directionality on the performance of a moored WEC device.  The result shows that productivity is reduced by 34% due to the wave directionality at the chosen site. The reviewer considers this paper to be novel in the aspect of quantifying the influence of wave directionality, especially by the inclusion of the mooring dynamics. On the other hand, the main finding of energy loss due to wave directionality may seem obvious to experienced WEC designers, except for the percentage of reduction. The suggestions are as follows. 

1. As the authors present the numeric properties in Table 1, the reviewer suggests demonstrating the detailed process of how the authors get the device productivity (only at 0 degree). The simulation result (plot) of a specific wave condition should be included.

2. Please include the information about the capture width ratio (maximum) of the device  (at 0 degree).

A comprehensive grammar check is advised.
For example, in the last sentence of the Abstract, "....even though a prevalent wave directions ...... ", the word 'directions' should be corrected to 'direction'.

1.  The color contrast in some plots (Figures 9 (top), 11, 13) is not obvious to readers. To the reviewer, there are only dark cyan and gray in the bins of the matrices. Please improve.

2. In the References section, the source of Refs. 19 and 21 are not provided.
