The paper presents the adaptation of MCJ2K to standard JPIP services and layers selection.
The paper is well written but contribution is minor, theoretically and experimentally speaking. Theory is straightforward and experiments only include 6 videos.
At least a more insightful analysis of results is needed. For example, some explanations about hypothesis of algorithms and videos and how to optimize parameters in general scenarios.
Also, a deeper discussion from a system point of view, not only the codec, making clear trade offs, pros and cons in different real scenarios. for example, what about noise robustness, bandwidth, ...?

This is an interesting article but the authors should make the following recommendations:
Figure 2:
- Why are the reconstructed SUN images not in color?
- Do you have the permission to use these images?
Add recent references on MJ2K compression:Add in line 53:
Ferroukhi et al [1] have recently proposed a similar codec based on second generation J2K.
