The paper reports a significative extension of previous results on DND as authors correctly state. It is sound and worth to be published. I suggest the author to explain the physical reason of the observed photobleaching as they report in section 3.3.2 lines 260 and 261.

The paper deals with the fluorescence and physico-chemical properties of hydrogenated detonation nanodiamonds. It is a very interesting topic for the DND community. The paper is clearly written, well illustrated and the results are commented enough and new. The references are numerous and up to date. I recommend its publication as is.
