In the context of China’s synergistic development of import and export strategies and water environmental protection, this paper analyzes the role of two-way FDI synergistic development in water environmental governance efficiency based on panel data of 30 provinces, municipalities and autonomous regions in China from 2004 to 2021. The paper uses a fixed effect model and analyzes the role of heterogeneous technological innovation using the mediation effect model and the panel threshold model. The results of the study show the following: (1) overall, two-way FDI synergistic development helps to improve China’s water environmental governance efficiency; (2) there is regional heterogeneity in the effect of two-way FDI synergistic development on China’s water environmental governance efficiency, with a significant positive effect in areas along the coast and with high FDI synergistic development levels and an inhibitory effect in inland areas; and (3) the two-way FDI synergy enhances the efficiency of China’s water environmental governance by improving the levels of independent innovation and imitation innovation. The new pattern of “dual circulation” is a new development model for China to seek mutual promotion between international and domestic markets in the new era. In this context, this paper explores the synergistic relationship between two-way FDI and its impact mechanism on the improvement of China’s manufacturing innovation capability. By taking 27 segments of the Chinese manufacturing industry as data samples from 2003 to 2018, we use the Granger cause, orthogonalized impulse response function, and physical capacity coupling system to verify the two-way FDI synergistic development relationship in the Chinese manufacturing industry and measure its degree of synergy. In addition, we empirically explore the mediating role of industrial structure upgrading in the impact of two-way FDI synergistic development on innovation capability in the Chinese manufacturing industry, and further analyze the industrial heterogeneity of this mediating role among labor-intensive, capital-intensive, and technology-intensive manufacturing segments. The study finds that firstly, there are different degrees of synergistic development in the Chinese manufacturing segments, and this synergistic development significantly contributes to the innovation capability and industrial structure upgrading of the Chinese manufacturing industry. Secondly, industrial structure upgrading of the Chinese manufacturing industry plays an essential mediating effect in the innovation-driving process of the two-way FDI synergistic development, and the mediating effect shows significant industrial heterogeneity. More specifically, the mediating effects in labor-intensive and technology-intensive industries are significantly positive, and the mediating effect in technology-intensive industries is more prominent. However, the mediating effect in capital-intensive industries is significantly negative. The paper provides empirical evidence to clarify the innovation-driving mechanism of the two-way FDI synergistic development in China’s manufacturing industry from the perspective of the new development pattern of “dual circulation” and provides valuable references for research in related fields. Threshold Effect of Two-Way FDI Synergy on Regional Green Technology Innovation under Heterogeneous Environmental Regulation: Evidence from China’s Provincial Panel Data

The green technology innovation system is a fundamental method for China to achieve its goals of carbon peak and carbon neutrality. Clarifying the relationship between two-way foreign direct investment (FDI) synergy and regional green technology innovation is key to the green transformation and sustainable development of regional innovation systems. Based on panel data from 30 provinces in China from 2009 to 2020, a threshold-panel-regression technique is used. Command-controlled environmental regulation (CER), market-incentive environmental regulation (MER), and public-participation environmental regulation (PER) are taken as threshold variables, and the threshold effect of two-way FDI synergy on regional green technology innovation under heterogeneous environmental regulation is empirically explored. The results show the following. (i) The effects of two-way FDI synergy on regional green technology innovation exhibit significant threshold characteristics with heterogeneous environmental regulation as a double threshold. (ii) As the threshold values of CER and PER increase, the promoting effect of two-way FDI synergy on regional green technology innovation first increases and then decreases. (iii) As the MER threshold value increases, the promoting effect of two-way FDI synergy on regional green technology innovation continues to increase. (iv) Under the medium-threshold condition of PER, the promoting effect of two-way FDI synergy reaches its greatest value. (v) The intensity of intellectual property protection, the number of regional innovation institutions, and the level of transportation infrastructure all have significant positive effects on regional green technology innovation, and the number of regional innovation institutions exhibits the greatest promoting effect. This study provides new insights into two-way FDI synergy and methods to promote green technology innovation, and these findings can help the government formulate future policies and strategies to promote regional green technology innovation.
