Online Education in the Russian Arctic: Employers’ Confidence and Education Institutions' Readiness

The level of originality of the paper is high. The literature review is very popular method and results are properly discussed and compared to the previous studies.

In this paper authors used 27 sources, containing both historical and fundamental works, as well as the latest scientific research on this topic.

But the literature review can be structured. The next papers discussed many points of this study. Please, discuss the papers.

Furthermore, the author(s) would benefit from being more concise in their writing, as much of the content was redundant and overemphasized. While it is good practice to assume the reader has no prior knowledge of the content, a topic and/or discussion does not need to be explained over and over again if it is stated both adequately and appropriately once.

Figures 2 is important to explore the specifics of metal oxides. Some conclusions contribute to the study of the problem. The author not formulate the problem itself – it makes impossible to analyse the contribution of the paper. The aim or the question of the paper (or even the hypothesis of the author) are formulated.

Overall, it is very clear to grasp understanding of the manuscript and content in its current state.

There are minor errors in English, but this does not affect the general nature of the work. The current study brings many new to the existing literature or field. For one, the author(s) seem to have a good grasp of the current literature on their topic area (i.e., recent literature and seminal texts relevant to their study is not cited/referenced).

The author has provided opportunities for further research about market for industrial metal oxides in the context of the global economic crisis and writing scientific articles based on the data obtained.  This finding is of potential interest to financial agents and policymakers.

The authors are grateful to the expert for the review. But in our opinion, the review refers to some other article due to the fact that in our work we are talking about online education, and not about metal oxides and energy resources. The reviewer probably uploaded the review by mistake. The authors still ask for an expert opinion on the article "Online Education in the Russian Arctic: Employers 'Confidence and Education Institutions' Readiness".

The article discusses some very interesting issues. The literature review was also very carefully performed. However, the authors did not avoid mistakes. I would like to pay particular attention to the following issues:

- lines 237-144 - „Sociological data on the development of online education and the opinions of employers were obtained within the framework of applied research work on the topic "Compliance of the existing network of educational institutions of vocational secondary and higher professional education with the staffing needs of employers operating in the Arctic zone of the Russian Federation, and prospects development of personnel policy in the Arctic zone of the Russian Federation”. This project was implemented by the Petrozavodsk State University (Russia, Republic of Karelia) together with the Northern (Arctic) Federal University named after M.V. Lomonosov (Russia, Arkhangelsk) under the guidance of Professor V.A. Gurtov.” -> it is better to include this information at the end of the article pointing to the source of project financing,

- consider combining the Results and Discussion section and discuss the results on an ongoing basis,

- there are no clear conclusions from the analyzes carried out,

- it is necessary to designate a section of conclusions clearly indicating the obtained results of the analyzes,

- the Faunding section indicates "This research received no external funding." And in the text (lines 237-244) it is indicated to obtain data from the project, this section is a good place to indicate the project as one of the sources of financing

We have carefully studied your comments and suggestions to improve the quality of the article. In this regard, we have made clarifications on page 4 in "Section 5" and "Section 4" with the corresponding references to the bibliography.
The authors clarified the subject of the generalization, which is discussed on page 8, with a link to the source.
The conclusions in section "4. Discussion" are added, the additional sources of literature are indicated.
We also have added the section 5 "Conclusions and Further Research", which discusses the results and prospects for the introduction of online learning in the Arctic. 
Also the information about project financing is added at the end of the article.
