In the introduction provide sufficient background of practice, but there is lack scientific approach. The aim and methods should be formulated and briefly described in the introduction.

The conclusions are very concise, they should reveal scientific results, not just practical ones.

I found it to be an original piece of research that provides very interesting data on a subject that is of vital importance for China. 

The authors have shown that they are well aware of this reality and for this reason they have carried out a good research that has resulted in a good article that should be published so that it can serve as a reference for those responsible for the design of public policies related to  Economic spillover effects of industrial structure upgrading in China's coastal economic Rims.

I encourage the authors to continue publishing in this field of research in order to contribute to the improvement of the economic and social efficiency of both this sector and China's economy in general.
