The current manuscript develops a control-force spectrum for hte active base-isolated building. It can be accepted after some revisions. 

 

1) On the figure 4 to 6, the authors are better to change the format of the figures. Only black and red color cannot be reconigited when printing;

 

2) The authors need to add more explonation for hte figure 9, how the blue color curves are plotted. 

 

3) How is the active control method works? the author can add one cases before the conclusions. In the manuscript, this kind of case is needed;

 

4) In the conclusion section, the author also need to mention about the performance of such new control methods.

The manuscript proposed a control-force spectrum procedure to estimate the maximum control force for feedback control systems. The main contribution of this study is not clear to this reviewer. There are some points that need to be addressed before possible publication.

1-    The introduction part is too brief and needs to be enriched.

2-    In the entire paper, including the main body and conclusion, it is important to make it clear why this method does not need any numerical simulation to determine the maximum control force.

3-    How reliable are the results? Is there any need to perform a reliability analysis? Using stochastic approximation methods?

 

4-    In section 5, steps 4 and 5 need more elaboration.
