The authors have addressed all my comments. I would however suggest that they have the paper carefully read by either a native english speaker or a very proficient english speaker since there are still some minor grammatical issues.

This manuscript provides comprehensive coverage of the Chemical Master Equation. New developments consisted of obtaining the evolution of the probability distribution of the reaction network. The maximum information entropy principle is used to reconstruct the probability distribution from the moments. The results of the evolution of the solution of the system with time have a robust mathematical underpinning and are scientifically sound. The study is relevant to the mission of the journal and deals with a general maximum information entropy principle advantage.

 

I found this paper interesting and having potential to be published.
