Dear authors,

some suggestions to improve your work. Please add more information on the theory you show at the beginnig. Put the attention on the need of two layers strategy. Explain why this structure is necessary. If possibile put some examples. Put the emphasis on the possibile interactions between control layers. More details in explaining the equations in subsection "Objective Function and Constraint Function". The explainations on simulation results are now insufficient. Please revise it. Also erase the references in abstract. Usually, there are not references on an abstract. Best regards

On the control idea of the double-layer structure, Mainly to solve the problem of responsibility allocation when multiple sets of energy storage batteries and traditional units jointly participate in frequency modulation, Each layer of control has its own role, The first layer of control is mainly for frequency dynamic correction, Achieving the goal of having a frequency deviation of 0, Using the model for predictive control, A preliminary distribution of the output of each FM unit, The above-layer results are the initial values, Transfer the output of each unit to the lower control, The lower control is mainly from the perspective of economic optimal, Considering the nuclear power status of the energy storage unit, The output of each unit is further carried out in a balanced distribution, In the mode of double-layer control structure, the purpose of economy and frequency-deviation of 0 can be satisfied. The subject of the article is very current and concerns the problem of frequency fluctuations caused by a lack of dynamic power between the power system and reception in the event of connecting a large number of new energy sources to the network. The presented problem applies to energy networks around the world. It is current in countries where large amounts of electric cars arrive.

Literature analysis was made in a careful way and was described with due diligence. However, the number of literature items is not enough. Another 20 articles should be analyzed. These should be the latest articles of European and American scientists. The authors only quote scientific work written by the authors from Asia. In the era of globalization, in the analysis of literature in the introduction, the achievements of scientists from around the world should be taken into account.

The dynamic frequency response of the region has been well planned and illustrated with a transparent block diagram. Presented in Chapter 4 Two-Layer Control Strategy Based on FM Duty Assignment is a very interesting solution that can be practical in the area of energy. The original control algorithms have been illustrated by structure diagrams.

The author's strategy has been verified correctly and the positive results of its application were presented.

Final conclusions were formulated correctly. However, there is a lack of information about the practical application of the conducted research. The authors also did not conclude information about the continuation of the started research. You should add a few sentences about the preferred directions of continuing research.
