The paper analyses an interest topic. There are a lot of research about: cost benefits analysis, cost life analysis, environmental life cycle but not about Systemic versus Traditional Delivery Models.
It is an interesting research like a point of start to analyses he Systemic Delivery Models like a tool to achieve the SDG.
The references are very interesting ait is very useful the cases of study.

This reviewer thinks that the authors had done a good job in bringing the case study projects to validate its research hypothesis. The reviewer has a question to the authors: is systemic delivery method considered here is PPP, because in US generally PPP is considered as project delivery model. This reviewer has hard time in understanding why this PPP word has been used in this paper.

We wish to thank the author for the constructive comments on our manuscript, which we have now revised accordingly. We have added a few passages where we state that a systemic delivery model basically is built upon a PPP arrangement, but that it goes further and beyond the scope of a conventional PPP model would do. We hope this clarifies our standpoint.
