Reviewer 2 Report

The topic discussed in this paper is really interesting and important.

The paper is well structured and motivated.

The empirical analysis is well conducted and the evidence provides interesting results.

My overall opinion about this study is very positive. I only suggest a small revision of the final section, namely emphasizing key policy implications.
