I enjoyed your paper and believe it makes a very good contribution to current scholarship and policymaking in Brazil but also broader.
You may consider strengthening the advice in your conclusion by referencing the work of the GPFI as the G20 group on financial inclusion and by considering a few other key building blocks. I miss for example references to improved privacy and data protection in that discussion. Given the data intensiveness of financial technology this would be important to consider in the conclusion at least. Have a look at the work of Nicola Jentzsch relating to mobile money and later work of David Medine. If users do not trust the system, they may elect not to use the services.
It is also clear that fintech can only expand if the necessary digital identity infrastructure and regulations are in place. See for example FATF's 2020 Digital Identity guidance.
If you wish to exclude building blocks like these, I would suggest that you adopt a framework or lens that justifies their exclusion. Otherwise it may be easy to incorporate them under public policy.
Two small matters: The Consultative Group to Assist the Poor (CGAP) is typed as GCAP in a few places and Lyman's co-author is "de Koker".

The paper deals with an interesting topic and, it is well structured and written.
I suggest one clarification to give a better fluency in reading.
In section 5:
- How do you manage the situation when the drivers are related to more than one cluster? If more drivers are inserted in more clusters, couldn't the result be biased? Try to explain in avoid confusion.
