The Introduction chapter is too short, it specifies a little bibliography (only 8 bibliographic titles) and presents a vague overview of the approached subject. The aim is very clearly pointed out, but there could be more developed parts, iin order to be highlighted the importance of the subject.

I recommend that figure 1 to be moved to chapter 2, at the Section 2.1, where the region is described. The map does not show the graphic scale and I recommend it!

The Model description is very precisely presented and in a professional manner. However, the description of the studied area (Section 2.1) should be developed and emphasized on the hydrotechnical works in the area, I recommend to include more references (there are only two quotes).

The results of the study were well illustrated in figures, in an original manner. The figures and the images point out clearly the objectives and the reader may have a clear idea reading throughout the paper supported by all the figures.

Conclusions are rather short and present a general overview of the entire research, being however less conclusive comparing with the entire content. Conclusions should be more developed and the given precise data and information along the scientific paper could reflect the importance itself of the research.

Finally, I recommend that more specialized bibliography to be cited, even if the mentioned ones are appropiate and eloquent.

Comments:

  1. Section 2.2.1, Line 90: What is the purpose of implementing the fangueo (F) process? What is the impact of this process on the growth of Cattail?
  2. Figure 3: The color of marker for All Industry or Mixed Strategy is not clear. Please use a more noticeable color for this regime.
  3. Mixed strategy is explained in the paragraph starting on line 174. Please move this explanation closer to Figure 3, where Mixed Strategy first appears.
  4. The quality of this manuscript will improve if the Conclusions section is expanded to include a summary of the obtained results.

Very interesting article. In the text for formulas 1-4 there should be a reference to the table in which the symbols used are explained. Chapter 3 should not start directly with the drawings. Another beginning of this chapter is needed to introduce the content of the drawings. Initially, you can refer in Indroduciton to the diversification of water supplies
