1. The study is well-structured and to the scope of this journal.

2. Tabu Search (TS) heuristic is used extensively in the study, but there are many other heuristics which are also applicable in this type of problem; it is suggested to add more literature support to justify the usage of TS.

3. All procedures and sub-procedures mentioned in the study should have pseudo-codes; it is desired to provide pseudo-codes for procedures in 4.1.2 and 4.1.3 too.

This manuscript proposes a study on the two-echelon multi-period multi-product location-inventory problem with partial facility closing and reopening. The paper is well structured and the reader can follow the rationale of the essay, also because of a very plain and easy English style and grammar. However, the manuscript can be further improved by considering the following suggestions. 

The addition of a paragraph on the rationale and contento of each section at the end of the introduction would better guide the readers through the materials of the paper.

Methodology and results are clearly presented, but they should be further discussed in terms of impacts on the industry.

The conclusion section needs to be revised. As it is, it correctly reiterates the arguments of the manuscript, but it should also draw together the main points of the paper to explain how they connect and relate and it should also place the concepts in a somewhat wider context.
