dear author, regarding your subject could be important to set up a strategy for organizations, and also be comparative with a few countries about your methodology and address the high/low levels of circularity.
Author Response
Thank you for your comments. We have made some changes where we indicate that there is a disparity among countries in embracing CE in general. The proposed framework is generic that could be implemented in any country provided that the enablers (e.g., regulations, standards) are established. We believe that organizations that are interested in implementing circular procurement can adopt the proposed framework and apply it in their circular procurement journey. The proposed framework for CE implementation can be adjusted by excluding circuitry from some activities to serve high and low levels of circularity. Please see attached revised copy and clean copy.
Best regards,
Mazen

Dear Authors,
I congratulate for your efforts shown in the preparation of this article. It is very detailed and coherent. I would have few suggestions to you to improve its quality:
1. To add some recent articles on CE:
Ghisellini, P.; Cialani, C.; Ulgiati, S. A review on circular economy: The expected transition to a balanced interplay of environmental and economic systems. J. Clean. Prod. 2016, 114, 11–32.
Lieder, M.; Rashid, A. Towards circular economy implementation: A comprehensive review in context of manufacturing industry. J. Clean. Prod. 2016, 115, 36–51.
Hysa, E.; Kruja, A.; Rehman, N. U.; Laurenti, R. Circular economy innovation and environmental sustainability impact on economic growth: An integrated model for sustainable development. Sustainability 2020, 12, 4831.
2. To add a discussion part as well implications for theory and practice in the conclusions part.

We made some revisions (please see attached- track changes copy ) where we introduced methodology and discussion sections
Best regards,
Mazen
