The empirical analysis indicates that Sejong does (did) not meet the usual requirements for being an administrative capital.  Given this, perhaps the authors could provide a new section providing a public choice type of analysis as to why it was developed as an administrative capital.  This would entail additional references, etc.  It would certainly make the paper more interesting given its current conclusions.

Did the authors consider any spatial econometrics?   It would seem appropriate to do so given the simplicity of the techniques that are currently used by the study to draw the conclusions about Sejong as an administrative capital.

The authors should provide at least a slightly more in-depth review of the literature discussed currently in the literature review section.  The information currently provided there is a bit scant.

This is an interesting empirical study on rather a novel concept (NAC).

While the study has potential for merit, the authors are encouraged to think about the following:

1. NACs are not very common in some parts of the world. It would be nice if the authors create a table list of the relevant NACs and their implications.

2. It would also be nice if the authors explain further the reason behind NACs.

3. Self-sufficiency is rather a broad concept, where commuting is just one aspect. It is encouraged that the literature review focuses more on commuting and this aspect highlighted in finding/conclusions.

4. What are the elements of the spatial weighting matrix?

5. Perhaps a spatial regression, rather than simply looking at Moran's I, should be considered.
