In summary, I found this paper to be interesting from a technical Point of view, but am missing a bit of contextualisation/discussion of where this intervention could or should fit in attempts to make housing better for families in NZ.

 

A Word on adaptation vs. mitigation, addressing root causes instead of ambulance at the bottom of the Cliff etc. would add to the paper.

 

No other concerns, needs some editing, syntax check, style etc.
