Research on the Supervision and Implementation System of Territorial Spatial Planning from the Perspective of Resilience

 

Specific comments:

1.     You used different words for the same terms: For example, you used "territorial space" and "territorial space" elsewhere. What is territorial spatial mean? Is spatial different from territorial? See keyword.

2.     Some of the abbreviations were not defined. For example, see 'ARPIRE' in the abstract. After that, check all the text for the same problems.

3.     It is necessary to punctuate and check some spelling or spacing mistakes.

4.     I didn't understand some sentences mean: For example: "The limited availability of urban land forces most cities to adopt a development strategy of expanding outward, which disrupts the coordination of the surrounding agricultural or forest areas in the short term". I saw the same issues in other parts of the text. To ensure that everything is clear and readable internationally, I believe it's important for your manuscript to be checked by native English experts.

5.     I think it is better to review literature and add it to the introduction. Your paper will not be read by your country people, but it will be seen by other people worldwide. What is your study innovation in comparing the study literature?

6.     What is your methodology of research? Every study has its own research methods.\

7.     I think the text is long and no one will read it. So you can see most of your references are local and perhaps it's interested in your county readers. When I read the text it is not very readable and clear for me. I am curious about how to find answers to these questions based on the title of your paper:

·       What is the current structure and nature of spatial planning in China?

·       What are the main challenges of spatial planning in China that motivated you to focus on this topic? (You have done in introduction).

·       Resilience of territory for what? What types of problems are you referring to?

8.     I find the text to be very long, and it is very difficult to understand what you want to say. My suggestion is to summarize and revise the text so that it is understandable for a person who is not familiar with the Chinese planning system.

9.     The terms 'planning system', 'planning monitoring', and 'planning monitoring goals' are unfamiliar to readers. It is better to briefly show the planning system in China and the planning monitoring goals, as well as nature.

10.  To begin the discussion, it's important to present the key findings and discuss them first. Check with previous search results as well. Then focus on conclusion.

11.  What were the limitations of your study? Write about it in the discussion.

·       In order to improve the clarity and flow of the introduction, it is suggested to restructure it. Begin by providing a concise definition or explanation of 'resilience' early in the introduction to ensure understanding for readers unfamiliar with this term in its specific context. Following that, address how most existing literature on resilience has primarily focused on urban scale considerations while giving less attention to regional and territorial scales, which highlights a research gap. Next, discuss the importance of territorial scale in relation to resilience before introducing the case study focusing on China and emphasizing why territorial spatial resilience is crucial for this country's context.

·       Incorporating more citations and references to support your arguments, especially in the third paragraph, would enhance the credibility of this section. It is important to provide proper attribution for the information presented.

·       While mentioning the ARPIRE framework by Woolf, consider briefly explaining the acronym for clarity.

·       Clarify the difference between the "parallel planning" mechanism and the current system in China. This reference may be unclear to international readers or those unfamiliar with China's planning history.

3.2 The effectiveness of planning monitoring in enhancing resilience

·       The primary focus of this section is on the investigation of ecological and social resilience in spatial space. However, it is important to also consider the economic dimension. I strongly suggest incorporating this dimension into the section to ensure comprehensiveness. Additionally, instead of examining these dimensions separately, it would be beneficial to provide a synthesis of ecological, social, and economic aspects at the end of this section for a more holistic understanding.

3.3 The deficiencies in the current planning monitoring

·       This section primarily examines the global scale, but it is crucial to also examine the deficiencies in China's planning monitoring systems. Since your ultimate goal appears to be proposing a system for China, it is essential to investigate and address these specific concerns.

·       Table 1 summarizes what you have mentioned in section 3. Before this table, you should explain what this table shows, and what is the purpose of this table. Moreover, adding citations to the contents mentioned in this table is necessary.

Discussion

·       ·       I recommend separating the discussion and conclusion sections and putting the discussion before the conclusion.

There are still several extensive paragraphs across the paper without or with only one citation for the whole paragraph. I recommend the authors add more citations if possible because relying on a single or no citation may lead to perceptions of unsubstantiated claims. Multiple citations can enrich the argument's depth, showcase a comprehensive literature review, and bolster the paper's credibility and trustworthiness among readers and reviewers.
