The manuscript was well written and the manuscript falls within the scope of the submitted journal. However, the manuscript must address some comments before it can be published.

Comments:

- The abstract must be rewritten in order to highlight the findings.

- There are some references that have been published more than 5 years ago. Please, use recent references, if it is possible

- The quality of figures 2, 3, 10, 12, and 16 must be improved

- The better explanation of figure 4 must be included

- Section 4.2 can not be appropriately called optimization because there is no straightforward optimization procedure

- The code or pseudocode to solve the numerical simulation modeling must be included in a supplementary material 

After the authors address the mentioned commentaries the manuscript can be considered for publication

This manuscript studies application of electric pulse grouting mechanism, which can strengthen the grouting reinforcement and improve penetration efficiency of grouting. Following suggestions are proposed:

1. Data in Table 2 is incomplete and there is only one group of data. The data in Figure 4 are two groups. Please supplement the data.

2. In table 2 and figure 4, the contents cannot be completely corresponding. There is no data marked in the average value in figure 4. It is recommended to add a description of the average value data in text.

3. In Figure 10, the image is divided into three areas, but the text part lacks description of those three areas.

4. The “damage” in figure 6 is wrongly written. Please check through the manuscript to avoid any errors.

5. The authors should condense the Conclusions.

In this manuscript,the authors studied the use of electric pulse fracturing mechanism, which can be used to strengthen the grouting reinforcement and improve the penetration efficiency of the grouting.This topic is interesting and worth of studying, the results of manuscript are also impressive because the corresponding researches are lacking at the present. However, the manuscript needs little revision before acceptance for publication. Several specific comments are given as follows:

1. The description of solidification data of grouting materials in subsection 5.2 is insufficient. It is necessary to explain the characteristics of high efficiency and high strength reinforcement materials, which are suitable for electric pulse grouting reinforcement. It can be seen from the previous simulation that the fixed grouting time is 9h, and whether there is 0-9h strength data for the reinforcement materials.

2. The "fixed grouting time is 9h" mentioned in Section 4.2. Where does the data of 9h come from? Is it the simulation result in Section 4.3? The numerical simulation structure of Part IV needs to be reorganized.

3. The data in Table 2 is the same as that in Figure 4. It is recommended to remove Table 2.

4. The content information in Figure 13 and Figure 14 (b) is duplicate, and it is recommended to combine them into one picture.
