Overall, the text is written very clearly and reads well. The author has put a lot of effort into detailing both the text itself and the proposed model, which is presented in impressive and convincing detail. 

It is, of course, a theoretical model and is not based on any real-world case. One point is striking in this context, namely the insufficient focus on the social aspect. Although the author recognises the problems of awareness and possible resistance on the part of, for example, the elderly (l. 264-265), they slide over this topic, insufficiently including it in their model (or at least in the discussion). Similarly, the author slides over the issue of cultural differences between communities (l. 293) without giving this issue due attention. Completely ignored are the cultural customs of the villages, where personal contacts are valued and replacing them with digital solutions can be devastating to the local culture and can be met with resistance from residents of all ages.

The article would have benefited if these issues were discussed, for example, in the conclusion, as barriers to the implementation of the model or factors that hinder its operation, and certainly factors that need to be taken more seriously. 

Similarly, the article would have benefited if the relevant literature review had been more extensive.

We are sorry that the paper giving the impression that social aspect and cultural aspect are ignored. That is not our intension. Below is our explanation.

The management model of a sustainable digital village is proposed not for ignoring social aspect and cultural aspect of a community. The proposed model is a model to manage the development and implementation of digital village. Within the management, development, and implementation, there will be still social aspect such as personal contacts and cultural aspect involved. It will not erase all those components. The model even supports the existing social aspect and cultural aspect between residents in a community to be conducted more smoothly without any problem. Problems arise from community social aspects will be discussed and solutions will be made. Discussion and the solution formation will be supported by digitalization. Yes, digitalization is used here, but the point is that the digitalization is incorporated to form solutions for social, cultural, economic problems appeared in the community. In the end, it is proposed for supporting social, cultural, and economic aspects of a community.

The manuscript has been revised to point out that that social and cultural aspects are still within the digital village concept. They will go along with digitalization and will not be ignored as the objective of digital village is to heighten the social and economic performances of the village residents.

1.      The paper does not relate to any existing theory or broaden the scope of any existing thoughts on the development of a sustainaable digital village.

 

2.      Although empirical generalization is not a requirement in a concept paper, there is still a need be guided by the research principles of, problematizing, theoritizing, and theory building. The current paper is simply an essay devoid of the aforementioned principles.

 

3.      A well-designed conceptual paper must explicitly justify and explicate decisions about key elements of the study.

 

4.      The current paper does not explain in what ways it will create new knowledge.

 

 

5.      A conceptual paper should explain how and why the theories and concepts on which it is grounded were selected. This is missing in the article.

 

6.      As mentioned by Jakkolaa 2020, a concept paper must start from a focal phenomenon or a focal theory. The current article doesn’t have any theoretical background. 

 

7.      Conceptual papers typically focus on proposing new relationships among constructs. These constructs must be explained in the paper.

 

8.      The author/s need to first determine what typology of concept paper they fit in and justify it. A concept paper may be any of the four types: Theory Synthesis, Theory Adaptation, Typology, or a Model

 

 

9.      Finally, as Jakkola 2020 clearly mentions that authors of conceptual papers should answer the following questions:

 

                             i.               What is the logic of creating new knowledge?

                           ii.               Why are particular information sources selected,

                         iii.               How are they analyzed?

                         iv.               What role does each theory play? 

 

The authors might find these recommendations useful to improve their paper.

Thank you for advising to read the reference on conceptual paper.

In the current state, the paper has been provided with reviews and justifications for the management, development, and evaluation models proposed. For the management model specifically, the model justification has been provided not only from the review of past implementations only, but also from the point of enterprise architecture concept, project management concept, and sustainable evaluation based on three-bottom line of evaluation and the use of ICT resource in the integration of ICT to Human Resource Management and Supply Change Management.

The paper has also been revised with more justifications on the proposed management model based on management theories and practices, and available technologies.

For the proposed development and evaluation models, justifications have also been added in terms of the existing and currently available development models and the availability of data sources respectively.

I found the article title is too broad without a clear goal and mission of the study. It seem like not a formal research paper and looks like a chapter of one book. There is no method part without clear quantitative approach. It is not qualified to this journal's goal and method.

The paper intention is to provide perspective of the overall implementation on digital village concept. So the paper covers the overall management aspects needed. The model is proposed based on the overall reviews conducted, and some other aspects such as enterprise architecture concept, project management concept, and sustainable evaluation based on three-bottom line of evaluation and the use of ICT resource in the integration of ICT to Human Resource Management and Supply Change Management.

The paper has also been revised to add more justifications based on management theories and practices, and available technologies.

* The first part of the introduction is full of obsolete data (lines 43-47), also, the examples set out in the second paragraph are irrelevant to the paper and should be more in-depth.

* You mention governance at the beginning, but there is no mention later on how it will be realized (especially in developing countries where governance may not be that well established, or even present at all)

* Too many paragraphs begin with the term "digital village", perhaps paraphrase them to reduce redundancy

* I would like to suggest that you add a visual illustration to describe the steps proposed to give a better overview of the problem and the means of solving it. (something along the lines of figure 2 but more detailed to make it a more interesting read)

* Could you kindly add a section on the methodology undertaken during this research, (desk-based literature review, followed by an analysis of the findings and development of the model)

Response: author takes the term governance more toward in the form structured management systems. The management model proposed aims to develop good governance.

Due to the uneven development of economic development and information infrastructure, there is a huge digital divide between rural and urban areas. Many rural areas are unable to share the various dividends brought by the development of information technology. How to promote informatization in rural areas is an important issue faced by countries. In this context, the paper proposes a management and evaluation concept for sustainable digital village development. This concept is compared with the concepts of enterprise architecture and project management to evaluate its usability. The article also proposes a comprehensive solution and development model for utilizing digitalization to promote the development of rural areas, in order to ensure the effective development and evaluation of digital rural areas.

Overall, the author has a deep understanding of sustainable digital village development and proposes clear concepts, evaluation models, and comprehensive solutions. The viewpoint of the paper is correct, the logic is clear, and the proposed model and plan meet the practical needs of the current development of rural areas, which has important practical guidance significance for the development of rural informatization.
