The topic is of recurring scientific interest. The purpose of the paper is unclear: is it only an overview or analysis of the problem, or does it also contain a propositional part?

However, some of the information contained in the state of the art is unreferenced and some positions are entirely self-referential (see line 91 and others below).

The risk definition part can be implemented with more bibliographic references.

In the case study and parameter definition phase, there is no mention of urban and territorial morphology, the density of buildings and dwellings, or the three-dimensional relationship of space - all factors that, according to a very extensive bibliography, are involved in the heat island phenomenon.

Explain the relationship between greenhouse gas emissions and the HDI.

It is considered that the analyses carried out should be differentiated according to the type of context: urban, agricultural, sprawl, etc. At the national level, the values are too general. As are the study's conclusions: "If humanity does not make significant changes, the effects of climate change will be exacerbated in a few decades" or "The academic community and researchers must provide clear guidelines and rules for achieving sustainability"...

I consider that the strategic and operational implications of the analysis need to be clarified, otherwise the study is merely descriptive.

This manuscript has some reference value in climate change and management, but there are some shortcomings:

(1) The analysis method is not clear.

  (2)Some tables can be represented graphically.

(3)Conclusion text is not refined.

(4)The manuscript needs to be refined sullen.

When discussing previous literature, please critically assess the current knowledge in the field and highlight the gaps this study tries to fill. The empirical literature coverage must be improved and expanded. Consider recent research, such as:
