The article investigates an important issue of sustainable development. Overall, the paper is well written. I have following comments to make the paper publishable.

Comment:

1.    Abstract – “China’ economic” should be changed to “China’s economy”

2.    Abstract – specify which model of panel data analysis was used

3.    Abstract – provide specific and practical recommendations

4.  Introduction – the importance of green development or HQED are understandable. The authors need to show the position of the article in the existing literature. A clearer statement on novelty and existing gap in research is needed.

5.  Theoretical analysis – HQED is a vast issue. Looking at the introduction, it sems that green financing is more related to green development, which is one of the indicators of HQED. Why the authors chose to study HQED rather than green development. I dis not find background of other indicators of HQED.

6.  The links through which green financing indicators are related to HQED should be established clearly. Section 2.1.3 provides some hints.

7.   Data – provide explanations on the sufficiency and representativeness of data.

8. Discussion – The authors need to add a separate “Discussion Section” to explain results and compare them with previous studies. Study limitations and direction for future research should also be added.
