- The introduction section is detailed, but needs a significant amount of reorganization. It could be strengthened by adding more recent references.

- Please add as sentence or two to clearly recap how your study differs from what has already been done in literature to ascertain the contributions more strongly

- The research contributions of the paper should be articulated more clearly. The abstract is not representative of the content and contributions of the paper. The abstract does not seem to properly convey the rigor of research.

- Aside from the aim stated in the title, the research gap and the goals of the research are not specified which leads to the reader missing the significance of the research.

- The research idea should be linked to multiple problems the research is trying to address so that the findings have relevance.

- The methodology section needs more details and a drastic revision.

- The items in the instrument used, demographic information, reliability and validity information, any statistical or data analysis should be presented in detail.

- It is suggested to add articles entitled “D. Harisuseno. Meteorological Drought and its Relationship with Southern Oscillation Index (SOI)”, “Emmy C. Kerich. Households Drinking Water Sources and Treatment Methods Options in a Regional Irrigation Scheme” and “H. T. Oo et al. Analysis of Streamflow Response to Changing Climate Conditions Using SWAT Model” to the literature review.

- The reason for using specific analysis is not clearly mentioned. Justification for using a specific methodology or instrument will make it more understandable. Adding more details in this section can give more clarity to the readers

- The methodology used should be justified in the article in the light of the research questions (i.e. why is the chosen methodology the best approach to answer the research questions).

Findings:

- The value of the research to the academician and the practitioner should be expressed in an unambiguous manner.

- The generalizability of the findings must be discussed.

Discussion:

- Improve the discussion section to better ascertain what is unique / novel about your findings

- Explain in detail how the article contributes to new knowledge in the domain.

Conclusion:

- Update the conclusion to include the newly formulated theoretical contributions

- Mention the limitations of the study and prospects for future research.

Thank you for the opportunity to read this paper.

Investigating the vulnerability of vegetation to water stress conditions is remarkably important in times of climate change and this certainly facilitates mitigation strategies. Moreover, the approach used in this study is strongly validated and scientifically strong. Therefore, I would give the paper an already high rating. Moreover, it appears well structured and discussed in each section.

Only the below aspect should be addressed by the author before publication:

Abstract - Line 25: Could you briefly mention what Copula is?

could you include a summary diagram of the steps followed in the study to be inserted at the beginning of the methodology to make the investigation process clearer?

  1. Introduction should be rewritten. Basically, Introduction should be clearly stated research questions and targets first. Then answer several questions: Why is the topic important (or why do you study on it)? What are research objectives? What has been studied? What are your contributions?
    2.      Literature review section needs to be included and should summarizes the existing literature with the focus on building the research gap. Then authors can define the problem.
    3.      The authors should highlight the need for this study. Explain your novelty and the need for this study in current time.
    4.      There are a lot of assumptions made in the study. I would like the authors to provide the theory behind the assumptions.
    5.      The objective function is defined well. There are a lot of constraints involved. Hence a brief explanation is needed to attract the readers.
    6.      The execution of the proposed mathematical model is appreciable while the discussion of the obtained results must be well improved highlighting the insights of the research findings in cleaner production perspective.
    7.      Please revise your proposed framework with solid arguments which would assist the practitioners for real life implementation.
    8.     What is the significance of this research paper towards the scope of this journal? This should be explain in detail.
