Round 1

Reviewer 1 Report

Generally, the subject of water irrigation and its influence on crop quality in subsaharian areas has a huge impact of importance. I do not understand clearly methodology of the research. What the  the indicators (equity, adequacy, reliability, and satisfaction) mean? Pleas, in conlusions put the higher impact onto reliable ideas of improve of water ccess for tail-end farmers. English should be improved.

The paper describes equity in irrigation water use and its impacts on rice yield and water productivity among rice farmers in the Kano River Irrigation Project. The post is processed at an acceptable level. The main goal should be clearly defined in the introduction. Scientific hypotheses are only supporting devices. In the Material and methods chapter, it is necessary to correct the equations and labels of the input quantities, including their units. Especially for equation number 3, the labels are given in only 1 line. Units cannot be expressed in words. In the Results and Discussion chapter, only 4 sources are added for discussion, which is unacceptable for a scientific article. The number of citations must be expanded so that the obtained results were sufficiently confronted with the results of other authors. In conclusion, in addition to the evaluation, I also lack recommendations by which it is possible to arrange a remedy, at least in part.

This manuscript explored the equity in irrigation water uses and its impacts on paddy yield and water productivity among rice farmers in the Kano River Irrigation Project. The manuscript is interesting and falls into the scope of agronomy. However, based on a comprehensive evaluation of the manuscript's content, structure, and overall quality, it does not meet the standards required for inclusion in our esteemed journal.

- The introduction lacks logical coherence in its presentation. Needs further refinement and clarification of novelty

- Fig.2 is unclear, and there is also the label "Fig.1.3" present on the image. Where is this reference "Fig.1.3" sourced from?

- According to the irrigation project zoning, it is recommended to replace "head area" and "tail area" with "upstream" and "downstream," respectively.

- Please emphasize the reliability of the data. How can indicators of fairness, quality, reliability, and sufficiency be quantified using data?

- The methods for data collection regarding grain yield and rice water use efficiency are lacking in explanation.

- How to reflect the relationship between rice production and socio-economic and institutional aspects?

- There are multiple formatting errors in the MS. It is advised to carefully review and rectify them.

- Rice irrigation water volume is one of the main factors limiting rice production. However, the research methods explaining the issues related to water supply, economic disparities, and agricultural productivity in the survey questionnaire collected from farmers do not sufficiently address the impact of unequal production efficiency on rice yield.

- -References. It would be best to consult the specific guidelines provided by the journal for instructions on formatting and referencing.

The authors need to thoroughly revise the MS to enhance its scientific rigor and readability.
