Congrats, I realy like it! I will keep it in my library for future reference! 

You must do also analysis with global data with this extremely interesting method.

You could add more bibliography as baground in the introduction but it's OK for me.

My only concern relates to the treatment of zero value of dependent variable. Authors must include the percentage of zero values to evaluate whether the OLS results are valid. Regarding the GWR results, authors must clarified if the white value results, refered as no data, are the zero dependent variable observations.

In Table 1, Variable, summary statistic, Min and Max are exchanged.

Response 1: Thank you very much for your suggestion. Due to the data availability, our study area includes 205 provincial-level secondary river basins in China, 11.2% of which have a value of zero for groundwater withdrawal. We clarified this in the revised manuscript in line 127.

In addition, places marked as “no data” in the GWR results maps are areas that were not included in our sample due to missing data, and they are not the zero dependent variable observations. We clarified this in the revised manuscript in line 412.

Point 2: In Table 1, Variable, summary statistic, Min and Max are exchanged.

The manuscript conducted the data analysis on the relationship between groundwater withdrawal and the spatial dispersion degree of a manufacturing factor in China. Although the methodology is not innovative, the analysis is still necessary and can provide better management decision-making for future development. It is well written and ready for publishing with minor revision although some detailed information may be not necessary for a technical paper.

 

Minor comments:

Introduction

Line 31-36, suggest deleting since the paper only address the problem of overexploitation of groundwater in China

Line 52, is “studies” better than “authors” since only their publications were referred to.

Line 60, “As has been found in this study” should be in the results.

Line 60-71, need to concise. Zheng et al (2019) show the dispersion of the manufacturing industry has a position relationship on the groundwater withdrawal in Hebei Province. It is necessary to extend this work on the national level.

Line 75-79, please delete.

The objective of the study needs to be explained in detail and the methodologies also need to summarize in the “introduction” section.

 

Materials and Methods

Line 98, include [22, 23] then, please delete 102-106.

Equation (3) and (4), define variables: β0 βi βk

Line 113-115, Tobit model should eliminate for the paper. Maybe mention that this model has been considered to deal with no groundwater withdrawal case, but the results do not show the difference with OLS regression.

Line 127-151, suggests re-organizing this paragraph to be as “natural” (Rainfall, Temperature) and “social economic factors” to refer the table 1 in a more concise and clear way.

 

Results

Table 2 and Figure 2 have the repeating information, suggest eliminating Table 2.

Table 3 and Figures 3&4 also have the repeating information, suggest eliminating Table 3

No Tobit model results are needed because the results are the same as the OLS model.

If can, please combining Table 4 and Table 5.

 

Discussion

The major concern for this part is the qualitative assessment rather than quantitative estimation on the issues discussed here.

Conclusion

Line414-420 is not needed since it has been addressed in the paper.

I find that your research is well designed and presented in a way that it would be easy for the reader to follow. I would only recommend to improve the resolution in the images and make them a little larger. Overall, the paper is well written, the methodology is sound and the results well presented.

Thank you very much for your comment. In the revised version, we have improved the resolution of the maps and enlarged them as much as possible.
