The paper deals about interesting topic but it has lot of weakness in the presentation of methods and results, as well as in the discussion. It should be reconsidered before publication.

Introduction: The introduction is the stronghest part of the paper. Nevertheless, I prefer not to divide it to the subchapter and reorganize it (first general conditions, then examples from the world and the last specification the situation in Russia).

Material and methods:

  • first, specify the indexes that you used (L 220-223). Their construction should be described in the subchapter.
  • second, describe shortly the model area, add a map.

Results: Show the results in the model area, add a map.

Discision: The discussion is unsufficient. You should discuss your results with papers metioned in the introduction.

The paper concerns an interesting problem, but the paper requires refinement before being accepted for publication:
1) "Introduction": There is a lack of information on why we want to have such protection zones and how we want to use them. This is obvious, but it should be written. Please refer to spatial and urban planning.
2) Fig. 1: (I) Why is the number of CHS decreasing until 2018? (II) Is this graph supposed to justify that protection zones are important? (III) Why was a trend line (?) fitted between the bars? In my opinion, it is unnecessary on the diagram.
Instead of this graph, I would prefer to see a map of Russia with the density of CHS (dot map - one monument = one dot, or cartodiagram - the size of the dot indicates how many monuments there are in a locality).
3) Add a section with a description of the research area: There needs to be a description of the study area (including its history) and a map with the location of the city of Orenburg in Russia. I would also like to see the location of cultural heritage sites in the background of the urban fabric.
3) Results: Pleas show on the map how the designated protection zones. What impact will they have on the development of the city?
