Overall it is a nice paper on a relevant topic. This said I think a few aspects to of the paper could be improved:

1. Overall the paper is not written in a tight manner. It needs to be cleaned and organized in a more standard manner [ex. No figures in the concluding section]

2. I would like to see more of a discussion of policy implications.

3. I would like to see some qualifications about the scope of the analysis - how would the results be affected in non corn producing areas? Is there a negative externality associated with the location of such plants?

1. In general, the paper is important because of practical issues. It is very laudable. However, I have some small remarks to improve the scientific soundness.

2. In the Introduction, please present the methods, the literature review, and the hypothesis.

3. As mentioned, the paper is more practical than theoretical. As a result, the scientific soundness would be better if you present the theoretical background including the theories and alternative models (not used by you).
