Round 1

Reviewer 1 Report

Title: Due to your results and case study, it is recommended to mention "post-disaster risk management".

Related Works: The authors simply list several related works one by one and fails to summarize their deficiency. Also, the author(s) have not clarified the research gap and their contribution(s) to the area of the considered problem. In the introduction section, too many paragraphs are presented that should be combined to a limited one. So useful papers such as the followings should be added:

https://www.sciencedirect.com/science/article/abs/pii/S2352710219301275

https://www.sciencedirect.com/science/article/abs/pii/S2212420921005884

Methodology: The methodology section should be added to the paper.

Verification: The verification and validation of the proposed methodology is not presented.

Conclusion: Most of the contributions this paper mentioned are kind of thumb-of-rule in this part, and be written in clearer form.

Writing: Authors should consider using a professional editor before resubmitting the manuscript.

Line 108: “Figure 1. This is a figure. Schemes follow the same formatting”. I do not understand. Please explain.

Lines 118-119: “These events should have been at least a good reason for investing in preparedness and possibly even in prevention”. Please explain.

Lines 150-153: “Here a  wide body of literature used for the display of the Croatian seismic disaster risk management and disaster risk management in general was collected from official national publishers and the national journals.” Please provide more details in text.

Lines 184-185: “In addition, it is indirectly, but still closely connected to the Homeland Defense Act, where crisis management activities are regulated.” Please provide more details in text.

Author Response

Dear Reviewer,

Thank you for your precious comments, and here is my response (text coloured red):

Line 108: “Figure 1. This is a figure. Schemes follow the same formatting”. I do not understand. Please explain.

This was a mistake, where I forgot to change template to the title of the figure. This is changed now

Lines 118-119: “These events should have been at least a good reason for investing in preparedness and possibly even in prevention”. Please explain.

This sentence was deleted as it had no value to the case.

Lines 150-153: “Here a  wide body of literature used for the display of the Croatian seismic disaster risk management and disaster risk management in general was collected from official national publishers and the national journals.” Please provide more details in text.

The sentence was restructured to explain more what the authors intention:

As there are rather next to none relevant publications explaining the Croatian disaster risk governance principles, the state of the art relevant for the topic of governance principles in Croatia was researched based on a wide body of literature collected from official national publishers and the national journals as Official gazette, existing and available laws and by laws, governmental publications on the topic and other similar sources.

Lines 184-185: “In addition, it is indirectly, but still closely connected to the Homeland Defense Act, where crisis management activities are regulated.” Please provide more details in text.

A short explanation was added, and the lines are now as follows:

The Homeland Defense Act regulates the involvement of military forces in immediate post-disaster relief and recovery activities and the integration of military forces with the civil protection teams, whereafter the post-disaster activities. Here fore, the work of the Platform for disaster risk reduction is indirectly, but still closely connected to the Homeland Defense Act, where crisis management activities are regulated.

Best regards
