The work sounds good, it presents many examples and seems to be efficient in those. Maybe a personal appointment is: what happens with thermal drift? in those cases where a set of images of the same scene is taken and the targets remain dim.
I consider that mathematical preparation is not necessary, only the 2.5 section can be relevant.

The authors have presented infrared dim and small target detection based on improved tensor nuclear norm. the paper is well written and the contributions of the paper is well described in the abstract and introduction section. The robustness of the algorithm is demonstrated under 16 scenes and the authors have compared their proposed algorithm with 9 related algorithms in 6 sequences, which show the superiority of their proposed algorithm. The manuscript can be accepted after correcting following minor modifications:
- Some equations, which are not extracted by the authors should be cited.
- Kindly correct the typo in the line after equation (24).
- The BSF and SNR parameters are considered to evaluate the results of the proposed algorithm and the related algorithms. What a bout the other parameters, such as average running time?
