I like your paper. However, you noticed the number of elements of the set I using two different symbols ||I|| and |I|. You also mentioned E^I and wrote E_I.

Moreover, your RQs need to have a verb adequately written.

The paper discusses an important topic of decision making.  The authors explain a good theory that formalize their approach to the problem. The paper is more addressed to information science or opetarive research respect applied science.

Moreover some important topic like that the authors explain the conclusion are today open.

I suggest to evaluate the possibility to approach the problem in terms of game theory.

This could be done with an appropriate discussion. I suggest to view the following paper that coul address the authors:

Thank you for your suggestion. By reading the paper and related materials, we believe that incorporating game theory to recommender system should be a valuable and potential topic. However, due to the time limitation of revision, it is hard to explore the possibility of game theory. Therefore, we added the corresponding contents to the discussion part and future work part of the manuscript. In the future, we will try to explore this area.
