The article discusses the important and modern issue of cooperation of swarm particles. The related works, conception and methodology are well prepared. Figures and tables are readable. However the discussion of achieved results should be better prepared.

The authors propose one new task planning mechanism with multiple constraints to solve such dynamic programming problem.  The current reviewer has some generic remarks discussed as follows.
1. Why a Service Pool model has been used instead of other alternative possible models?

2. Why a Genetic Algorithm has been used instead of other alternative possible algorithms?

3. the reviewer fails to see the detailed analysis of the optimization and how one can set the tolerance value, and initial parameters.

There is a lack of information regarding the simulation platform where the proposal was implemented.

The literature presents more solutions that could be evaluated and compared to highlight the advantages of the proposal with respect to other solutions.

The conclusions are very short. The analysis of the conclusions of the article must be increased and deepened.
