The paper deals with an important and interesting subject. My comment and suggestions are given below.

1. Line 40 - Please revise the sentence: "Nevertheless, Marine accidents occur annually."

2. Lines 42-49 - These statements need references (also, there are some typing errors; please check and rectify).

3. Why Table 1 includes data from the year 2018 to the year 2021 only?

4. The aim of the paper should be clearly stated, together with the research gap.

5. The novelty of the study should be clearly stated. The authors used formulas already developed by other authors, so please elaborate and include the study's novelty in the Introduction section.

6. Line 141 - It is stated: "The applicability and usefulness of the proposed guidelines were verified". How were the proposed guidelines verified? By analysing accident reports? Is it certain that just recognized factors (accident reports) affected accidents? What about unknown factors?

7. Why are only China, USA and Canada taken for comparison? Why not some other countries' regulations? What was the purpose of the comparison? Later on in the paper, data from a UK study was used to propose equations and limitations; why? Why not data from countries used for comparison?

8. The methodology is not explained and elaborated. Please include methodology (since the paper is confusing and it is hard to follow the methods used).

9. Lines 233-236 - The sentence is hard to follow; please revise it.

10. Lines 236-238  - The sentence starts with "And".

11. Line 268 - It is stated: "In this chapter, we aim to investigate the incidents of capsizing in Korea". Are the authors really aim to investigate accidents? Based on what data? Published accident reports? Or do the authors analyse accident reports by the investigating authorities?

12. Line 405 - The word "Breathd" is miswritten as "Breath".

13. Are there any limitations of the study?

14. The overall idea is good, but the paper needs to be revised to be considered for publication.

The regulations related to restrictions of the small vessel of several countries are compared in detail at first. And based on the accident capsized cases analysis of Korean fishing vessel,  the conclusion is drawn that Korea needs to strengthen the departure restrictions of small tonnage fishing Vessel. Subsequently, the departure restrictions equation for Korean small fishing vessel is proposed based on previous experiments and IMO stability. The research  of the article is valuable.

(1) The description of Formula (5) is too simple. It is recommended to supplement the derivation details.

(2) Table 11. presents the proposed guideline of departure restrictions for small fishing vessels of different L.O.A,It's valuable in theory, but how practical on earth is it for the management authority.

(3) What is the meaning of ... narrow beam-to-length ratio... in line 113?
