This paper is persuasive and well structured. However, there are some mistakes, which have to be corrected before publication. Further suggestion for improvement:

  1. The abstract is loosely written. It is not as informative as expected. A standard abstract must present, without leaving any doubt, the objective of the paper precisely; source of data (which is not present in your abstract) and analytical approach used; key findings and any policy implication and recommendations.
  2. 2Motivation is also not described well. Why the vehicle internet is considered and why your method  is used. You should provide detailed analyses on your problem and method.
  3. Some references are too old. It is suggested to replace the references 10 years ago to ensure the timeliness of the research. In addition, the number of references needs to be increased. It is suggested to cite the research in related fields of core journals in recent three years to increase the persuasiveness of the paper.
  4. A comprehensive sensitivity analysis on the most important parameters is necessary. The role of the different parameters in the objective value should be specified and analyzed.

Introduction should further address the problem of data sources, availability, openness in general energy system context and for the vehicle applications.

I have review the paper and here are my comments

`1. Author should explain from the widely used method of GPS why its not better for Indoor localization and then move to further talk. https://doi.org/10.3390/s17071697 Check this paper and cite for your reference. 

2. In localization step 1. How you measure the localization boundary. Read above paper.. Hoe to compute localization area, network size and so on...

3. ..............In the state prediction stage of localization, the control data Action is used to 268
transfer the state of the particles to obtain the particle distribution after the transfer, that 269
is, the proposed distribution..............................what does this mean... what is proposed distribution

4. Fig 8:----- I wonder if th y is in meter..

5. Why noisy data is not being handled. 

6. Paper and idea explanation is very poor. What is the mathematical model which satisfied the localization region and error. 

7. How error is computed. How much is the error. what are the nodes distribution. What are the affect of node density.. anchor/ beacon
