The manuscript deals with a hybrid optimization technique that combine the advantages of two algorithms: GA and Powell. The aim is to increase the convergence speed in the extraction of circuit elements, that model inductor and capacitor elements. The combination of these two algorithms is well known as reported in [A]. In addition, the circuit topologies used to model both passive elements considered in the manuscript are already proposed. As consequence the novelty of the manuscript does not emerge clearly and, in the Reviewer’s opinion, does not contain sufficient novel material to justify publication.

In section 3, Authors state that the initial population is composed by 500 (or 1000) individuals but is not so clear how they make this choice. More details should be provided in order to better understand the proposed technique.

By looking at figure 4, I would have expected to see that the hybrid GA-Powell and pure GA with population of 500 give the same results in the first iterations. This is not true by looking at the graphs. Authors should comment on this aspect. Same considerations are valid for figure 8.

Experimental results of Figures 5 and 9 show that solution provided with hybrid GA-Powell is very similar to the one provided by pure GA with population of 1000. This means that both algorithms are able to find an accurate solution, of course at different rates. In this sense, maybe this is not the best example to show the other advantages of the proposed technique.

The title must be in accordance with the content, so the word "RF devices" must be included.

The literature is inadequate. The authors must perform an in-depth literature survey for registering the corresponding already perform efforts and to include in the list of references.

 

A detailed comparison Table must be established in order to be evident the contribution made by the authors.

 

The limitations of the proposed method must be discussed.
