On the whole this is a workmanlike piece of work and should be published without to much trouble. However the following few points should be considered  and acted on before publication

The English grammar needs a thorough review by a native speaker - many glaring mistakes although not much ambiguity.

Pg1 line 42: this could be extended to "which can greatly reduce launch cost and increase range and endurance.

Section 1.1: A brief explanation of the sampling process before the samples are used in your method would help greatly. 

Fig. 1: hypercube - add the dimension of the hypercube

Eq. (6) it might be safer to change (x - x_k)^T(x - x_k) to (|x - x_k|)^T(|x - x_k|)

and do the same for other similar expressions.

Validation (or maybe comparison) using outside sources is necessary using appropriate parameters. Some stronger evidence to justify your method  as being superior, would be very welcome.
