I think the authors analyzed the chemical safety and behavior.
Before publishing this paper, several parts should be revised.
1. Introduction: the authors suggested previous studies. However, I cannot find the excellence of this paper than previous studies.
2. Materials and methods: I think if the authors insert research framework, future reader could easily understand this research.
3. Discussion: through the discussion, the authors can explain the research insight or practical application.

1. Shorten the title.
2. The content of the abstract part may be a bit more simplified (especially lines 1-7); it is not necessary to reveal the content regarding research methods in detail in this part.
3. The length of the introduction part may seem a bit long, the authors have to shorten it. Lines 32-36 can be shortened.
4. The authors may need to make a brief introduction of the coming sections at the end of the introduction part.
5. Citation like Zhu L may be in incorrect format.
6. There should be a section with title Literature review, which may contains the achievement of the past studies, the authors could move some of the content into this part, and discuss the research gaps based on the past studies at the end of this part.
7. “The State Council Security Committee issued the Three-Year Action…for national production safety.” here the authors may need to add references to support this opinion.
8. What is Vt? Please make sure all symbols are stated what they are.
9. Separate results and discussion section.
10. If regulation is one area of study, that should be expanded in literature part.
11. It mentioned safety investment, add what has that been researched in the past “the optimal safety investment is 1.0% of the project cost.” https://link.springer.com/book/10.1007/978-981-13-5761-9 in section 3.1
