This paper develops a data collection, processing, and evaluation strategy for an electric vehicle battery system. Honestly, I can say that the paper is well prepared and the results are rich. But, the proposed algorithm is somehow different with traditional ones in the fields of computer science and mathematics. Even so, I still want to recommend the paper for publication to encourage the diversity of scientific research. The only one point I am expected is the explanation of the consistency between the algorithm proposed in this paper and the traditional algorithms.

1. What does OBD stand for in line 15? It should be stated in the abstract. 

2. The abstract must be improved. The main outputs must be highlighted explicitly. 

3. It is highly recommended to add the list of abbreviations otherwise it becomes hard to follow the text. For example, what does DCTS in Fig 1 stand for?  

4. What do you mean by system-level voltage? Is it a battery pack voltage? It should be stated clearly. 

5. In line 228, this sentence ''the positive displacements in the figure show the effect of regenerative braking'' gives significant information that is worth to be explained in detail. Giving a brief explanation of the mechanism is suggested.
