The paper focus on an important issue related to the strategic development of public procurement in South Africa.
The introduction of the paper is clear and the language and style of writing adhere to academic standards. Background details are well presented.
This paper focused on four aspects of public procurement: the nature of public procurement; practices challenges as well as recommendations for the way forward for public procurement in South Africa.
The paper, in addressing the issue, created some confusion on connecting the challenges of public procurement and final recommendations.
I suggest the authors expand the 5th chapter „OECD Improvement recommendations“ and link them in Conclusion to the identified public procurement Challenges listed in the 4th chapter.
Afterwards, I suggest to re-adress the conclusion and submit the paper when ready.

Although the topic is interesting, it seems to me that the methodology chosen is not hte most correct. Still it is a very interesting paper, from which a lot of information is extracted. The conclusions enhance the content of the article.

The paper provide a good start for the strategic addressing the systematical issues of public procurement in the South-African Economy. It is recommended to further develop research with more analytical issues regarding SCM. In further research it is recommended to take a wider picture of Public procurement principles and achieving value-for-money, not only through Reports of Auditor general.
