Thank you for the opportunity to review this manuscript. Based on the nearest neighbor index, nuclear density and a stepwise regression model, the authors built an index system of two dimensions, business and housing facilities, exploring the influencing factors of the location of knowledge industries (financial, research - development and intelligent production) offering guidance and incentive policies to maximize the value of knowledge.

Some suggestions to consider when reviewing this paper:

-In the title of your article, expressions such as "intelligent planning" and "Industry 4.0" can be found. However, in the text of the work, these aspects are presented covertly. I recommend adding small paragraphs that explain the concept of "intelligent planning" and its importance in Industry 4.0 and in the global/Chinese economy;

- introduce bibliographic sources to support the use of The Nearest Neighbor Index (NNI) in other sectors of the knowledge industry;

- present other studies that determined the density of knowledge industries using the Kernel Density Estimation (KDE) model;

- present at the end of section "2.4.3. Multivariate linear regression" the dependent and independent variables used in the model and output the equation according to them. Mention in all parts of the paper the name "Multivariate linear regression" and specify the type of SPSS software used Eg: SPSS Statistics 21.

The manuscript is well defined and written. Congratulations to the authors.

After careful consideration, and according to the reviewer’s comments, in the second paragraph of the introduction, the concept and background of "intelligent planning" were added to highlight its importance.

At L249, a specific version of SPSS using multivariate linearity was added.

The paper is well written and structured. I did not found any major problem, but I recommend some minor corrections to improve its quality.

1) At least 50% of the references should be from the last 5 years. 

2) Introduction can be improved to better highlight the paper contribution.

2) Some figures should be larger, for example Figures 1, 2 and 5. I suggest to put one figure bellow the other (in these figures).

3) Table 1 text should be more separated from each other. Maybe adding more space between each line/cell can solve this. Same applies for Table 2 and 3.

4) Please avoid using long paragraphs, as in L42, L120, L152 and others.

5) L244 is missing equation identification number.

I have one question which the answer could be added in the text in someway:

Is the installation (emerging) of Urban amenities a consequence of an installed/established Knowledge industry, or does a Knowledge Industry only emerges in places with these requirements? - Thanks

At least 50% of the references should be from the last 5 years.

The cited literatures of this study were re-consulted and adjusted. After revision, the cited literature shows the achievements of recent years or the theoretical basis of mature academic thought and methodology.

Introduction can be improved to better highlight the paper contribution.

After careful consideration, we combed the contents of the introduction again and made the following adjustments. Firstly, the last paragraph of the introduction highlights the value and contribution of the research (from L97 to L103); Secondly, the "literature review" part of the original long paragraph is re-summarized and divided into two paragraphs (including L55 and L63).

Some figures should be larger, for example Figures 1, 2 and 5. I suggest to put one figure bellow the other (in these figures).

According to the reviewer’s comments, the size and layout of these figures were re-processed.

Table 1 text should be more separated from each other. Maybe adding more space between each line/cell can solve this. Same applies for Table 2 and 3.

Firstly, the "literature review" part is re-summarized and divided into two paragraphs (including L55 and L63); Secondly, the section of "2.2.1. Knowledge Industry" is divided into two paragraphs (including L127 and L137) after being adjusted and condensed; Thirdly, the descriptions of sections of "2.2.2 knowledge-oriented talents", "3.3 influencing factors of knowledge industrial location" and "4.3. Policy Implications" are further simplified and modified. The specific locations are in L162, L356, L372, L468, L484, and L497 of this study.

L244 is missing equation identification number.

After supplement, the identification number was added to the program in L252.
