Round 1

Reviewer 1 Report

Revise the paper´s title

The paper does not have written conclusions

Page 5, revise title of figure 2

Page 6, revise wording of the first problem in Table 3

Page 17, line 292-293 repetition of words

Author Response

  • Revise the paper´s title

Answer: “Methodological Design for the Determination of Management Water Resource Indicators in Irrigation Districts " was changed to "Methodological design to determine water resource management indicators in irrigation districts."

  • The paper does not have written conclusions

Answer: The journal format is indicated: "5. Conclusions: This section is optional, but if the discussion is unusually long or detailed, it can be added to the article". For the reasons stated above, we assumed that a discussion of the results would take place in the results chapter and that the study's conclusions would be included in the Discussion chapter.  However, we include a chapter of conclusions.

  • Page 5, revise title of figure 2

Answer: “Figure 2. Value chain structure. Own elaboration from (DNP, 2018)” was changed to “Figure 2. Value chain structure. (Source: Own elaboration adapted from [2])”

  • Page 6, revise wording of the first problem in Table 3

Answer: “Poor management by water resource land adequacy districts.” was changed to “Irrigation districts have poor water resource management.”

  • Page 17, line 292-293 repetition of words

Answer: The document has been updated to reflect the changes, with the discussion and conclusions written more clearly.

Reviewer 3 Report

The article deals with the issue of irrigation management in Colombia. The study also provides a methodology for determining indicators of water resources in the area. The article works using the appropriate data and refers to 33 articles, including the latest scientific findings in the field. In the methodological part, it provides a seven-step methodology for solving the task, which roughly allows for an objective discussion of the issue. The strength of the solution is the detailed operational research methodology used and the detailed process of the specific case study.

Broad comments

It is recommended that the illustrations be redesigned to make the captions more readable.

The research question is not entirely well defined.

It is suggested to create a detailed conclusion.

Specific comments

The sentence of line 73 needs to be corrected.

The transformation of the problem tree into a target tree needs to be explained, or it is recommended to create an explanatory diagram.

It is recommended to increase the font size of all figures.

Lines 147-156 the content is  not referenced, it is recommended to fix  it.

Broad comments

Answer: The document has been updated to reflect the changes.

  • The research question is not entirely well defined.

Answer: “¿how and why measuring Water Resource Management in the districts of land adequacy?” was changed to “¿How may indicators be selected that are sufficient and appropriate for evaluating irrigation district water resource management and facilitating decision-making?”

  • It is suggested to create a detailed conclusion.

Answer: The document has been updated to reflect the changes.

Answer: In chapter 2. Step 4 Problem Tree – Objectives, indicates the following:  “It seeks to find solutions to the problems identified by converting them to objectives. A tree of objectives is constructed by following the order proposed in the tree of problems, changing the meaning of the phrases to positive, and presenting the appropriate objective to solve the problem raised. In the tree of objectives, what once were the causes (roots of the tree) must now be the means to achieve the central objective. For example, it can be established that: "The districts of Lands Adequacy make a sufficient management of the water resource".

  • It is recommended to increase the font size of all figures.

Answer: The document has been updated to reflect the changes.

Reviewer 4 Report

My suggestion is that process based models e.g. SWAT model should be considered for this study. It would be great to justify the management indicator. Manuscript English should also improve from native speaker.

Author Response

  • My suggestion is that process based models e.g. SWAT model should be considered for this study. It would be great to justify the management indicator.

Answer: Thank you so much for making this suggestion. True, the SWAT model is important to use because it is a complete and accurate hydrological tool that can be used to calculate some of the selected indicators, including the Water Quality Index, Surface Water Use Index, Water Retention and Regulation Index, Vulnerability Index due to Shortages, and Potential Water Quality Alteration Index. However, in this study, we are only reporting the findings of the methodology's execution, and the second part of our study, which is the calculating of the proposed indicators in an irrigation district, will be published later; but, we will take your recommendation into consideration.

  • Manuscript English should also improve from native speaker.

Answer: A native speaker improved the grammar and technical terms in the manuscript.
