In my opinion, the big advantage of the study is to present simulations of 3 variants of dam breaking based on simple calculations.

Comments:
- in the introduction, the authors give only positive aspects of tank construction, without taking into account the disadvantages

- there is no description of the research area in the study, a topographic map with geographical coordinates, location of basic objects and a brief description there of is necessary. This is especially needed for readers outside of China. This section should provide information on dam-break in 2008. This part should be extended and inserted before the methodology

- some results and discussion lack discussion and comparison of obtained results with other authors / studies
- the study lacks emphasis on the significance of the methodology presented for other reservoirs

In the manuscript numerical simulations and risk assessment, to study the interaction between upstream and downstream reservoirs, are conducted using different discharge capacities, several numerical models and different early warnings.

The work is very difficult to read. The meaning of the work and the final purpose is never clear. The methodology followed suggests more of a technical exercise than a scientific work.
