Dear Authors,
after reading the text of the article I have some comments. 
1. the authors did not explain why the study was conducted on the data from 2004-2015 - in the text of the article it should be explained. 
2. Please explain the concept of "leasing", different countries define this concept differently and it may concern different laws. 
3. The text contains abbreviations which were not explained, e.g. GDP.
4. Please provide the amount of real estate leased. 
How does it relate to the sale of real estate by the government?

Dear authors,    Thanks for submitting your paper.  The paper addresses a very  important question and the approach is well suited for the research question. The paper lacks of communication when it comes to describe and present the results. The equation in line 240 has the wrong subindices, e.g. i and n. The number of categories is J and not n. Please correct the equations. I would like to also encourage you to present the regression results with a better layout. The results are presented in many pages and are difficult to read. Please also adapt the numbers in scientific form. Remember that the impact of your paper correlates with the readability and the correct form is not reader friendly.    Based on the results there is also the need to deploy the model and forecast future regions and future plot lands. Have you tried to omit a subsample and backtest the results of the model? This is worth investigating in order to validate the approach.    best   The reviewer

Dear Author,

Thank you for possibility to read your paper. I read it and I have some questions, suggestions, and advice.

Abstract, part 1. Introduction and part 3. Variables of mathematical model seem to be very good made.

Part 2. Methodology

In my opinion, Data collection should precede Mathematical model in Figure 1.

Part 4 Mathematical model

Multinomial logit model is not new and is very well known. The source of the formulas must be cited.

Formula (1) must be better explained. How it seems for reference category?

First part of formula (2) must be corrected.

I also lack a reference to previous uses of the chosen methodology in the given context.

For a better readability of the article, it would help if a brief description of the variables in lines 244-251 was given as a list, where each variable would be described in a new line.

Part 4 Data

Data are well described and figures 2-4 are very impressive.

Part 6 Results and discussion

Here I am missing a report on the result of examining the assumptions of the chosen model.

For better readability of the detailed interpretations from lines 287-334, it would be appropriate for the land use types in Table 2 to be described not only numerically but also verbally.

Interpretations in rows 334-385 seems to be well made.

Part 7 Conclusions and implications

is the logical outcome of the work, it is concise and easy to read. I am not proposing any change here.
