·        Requirements for the designed antenna are not presented

·        No conditions for applying optimization

·        What discretization was used in the CST program

·        Discrepancy in the dielectric constant used Page 2 and page 3

·        If VSWR is above 2, I have to deal with high energy reflections and low antenna efficiency, as in this case

·        Figure 9 confirms the remark presented above

·        With the difference in levels in the horizontal and vertical polarization amounting to 60 dB, it is difficult to speak of a circulary  polarization

·        No far zone condition is given for the performed measurements Giving the distance between the measured antennas and not giving the dimensions of the tested antennas, it is difficult to interpret the obtained results

The authors presented a circular sector-shaped dipole antenna with complex meandered arms and a ferrite-loaded AMC to enhance bandwidth. Authors should clearly state the novelty of their paper on the different sections of their contribution. Authors must explain FR4 material selection, and the use of styrofoam during antenna assembly. Authors should study or verify the dielectric properties of FR4 at their desire frequency band to make sure mismatches between simulation and measurements are not due this factor. Without this modifications, the manuscript is incomplete.

Here are few more comments for the authors:

At the end of second paragraph authors talk about miniaturized antennas using AMC, but authors should elaborate more, talk about ferrite loaded AMCs, their advantages, the intra-relation with AMCs and latest reports using ferrite loaded AMCs. Please, I advice to do this in a new paragraph. 

In Fig.1b its hard to see the different boundary conditions. Figures should be self-explanatory. Authors should mark with different colors each of the wall boundaries, or use a similar approach to clearly report the periodic boundary conditions.

In Fig. 3 authors should include all dimensions for the designed arms

In line 98 authors should explain why they choose FR4 over other well characterized dielectric substrates like Rogers. FR4 materials do not usually have well defined dielectric properties at different frequencies, which make them somehow unpredictable when simulating. 

In line 100-101, did authors include the coaxial line in the simulation? what type of coaxial cable did authors used? how long is it? and does it use insulation?

in lines 112-116, authors should try to explain the reasons for the bandwidth improvements by using the "strip arms", since its one of the key elements of their paper.

In line 124, is the styrofoam use in simulation? or only in fabrication/measurement. What are the dielectric properties of the styrofoam? Has anybody else reported using this material?

In lines 126-130 authors should state how many prototypes they fabricated and measured. They should also include statistical values (repeatability, standard deviation,...) of all fabricated antennas, since authors are stating that one of the reasons for mismatch between simulation and fabrication is due to manufacturing. Authors should also explain the chosen setup to perform the measurements of their proposed antennal, and where was it performed, in a lab, outside, anechoic chamber,...
