This work develops a model for optimizing traffic signal to improve traffic flow. This work can be informative if the authors can improve its presentation. Specifically, the logical flow and the structure of the manuscript is preventing the readers from better understanding the contributions of this work. As written, there is not a clear differentiation between what have been done previously in the literature and what is new in this study. The manuscript also needs to be reorganized into these sections for clear presentation:

  1. Introduction (The introduction needs significant improvement. As written, the scope, motivation, and research gaps are unclear.)
  2. Literature review (can be merged with the introduction)
  3. Method (present the modeling approach here)
  4. Results (present the model calibration, validation, application here)
  5. Discussion
  6. Conclusions

Moreover, the manuscript is too long. Trivial information can be given as supplementary information.

The manuscript is very interesting in my view.  There are progressive scientific procedures and methods, practical application is usable. However I would appreciate it if the scientific part of the paper were further elaborated, where it should be explained which part is generally applicable and which part is specially modified only for your solved problem. I also recommend checking the formalities and typeface in the article, there is a different typefaceas at the bottom of page 2 in my view.

The paper proposes the model for traffic light optimization by solving the problem of synchronization of the traffic lights by minimizing the queues in front of the traffic lights, and maximizing the outgoing flows of the network. The work has experimental part , that shows applying store-and-forward method to the certain road topology/network.

The idea is interesting but not novel, as for me. To justify a novelty, the authors need to conduct a literature review and show that the proposed model was not used before, or what they had improved in existing method.

Among other recommendations:

  • Improve English
  • Improve the notations for model
  • Add discussion of the results
