This manuscript summarizes some of the definitions and status of zero energy buildings.  It is a topic that has been widely covered, but there may be some merit to presenting another writeup on the topic. It is a solid summary and I don't see many technical concerns.

Sentence does not make sense

This sentence does not appear to make sense given the previous one, that says that feed-in tariffs make on-site production less costly than imported energy.  That seems like a  big incentive for on-site energy production. 

Table 1

While the United States has signaled an intent to withdraw from the Paris Agreement, there are still laws that mandate the energy performance of appliances, building codes and regulations (on a local scale), solar PV policies, etc.  It is misleading to not put a “Y” in some of those columns.  I am less familiar with activities in other countries.
