This paper reports a simulation study of a potential high quality factor silicon membrane metasurface for intensity-based RI sensing. I have some comments to do.

  1. Introduction needs to be enriched with more impact literature about applications. Please read and include: Journal of Lightwave Technology 39 (12), 4069-4081, 2021;  Optics Express 28 (13), 19740-19749, 2020; APL Photonics 5 (7), 076101, 2020.

2. How about the wavelength region that authors used? Why this? Please add details.

3. Details about how we can go further with experimental setup and results.

4. Figure 4. How about the use of more disks? Please comment

5. How was found the optimal parameters for simulation? Please add some words about.

In the manuscript ' High quality factor silicon membrane metasurface for intensity-based refractive index sensing, ' the authors Tognazzi et al reported their research on an all-optical and refractive-index-sensitive sensing device and conducted some demonstration on its feasibility. Frankly, this is not a completed manuscript which needs to answer several questions before being accepted as the publication of Optics.

  1. In the introduction, the authors should discuss more details on the optical sensing's applications in chemistry and biology
  2. The authors missed the description of the setup testing the sensor which should be added
  3. That is really confusing that the authors claimed they contributed equally to the manuscript, this should be claimed more seriously
  4. Based on the technology parameters, the future applications of the devices should also be added and discussed or the readers can not reach out to the meaning of the research
